A Solid Record of Performance
Marlon McClinton, Founder President & CEO of Utilivate Technologies, was directly responsible for leading the organizational and cultural transformation of a quasi-governmental agency (Gas Research Institute) to a growing, profit-oriented and market-driven technology investment and product development business.
Utilivate staff played a lead role in transforming the government funded R&D organization to a profit-oriented, market-driven business. Government funding was undergoing a staged decline from $250 million annually to zero ($0) over a seven-year period. Marlon was charged with charting a new business course, before funding was depleted, to replace $40 million of the total with private funding. Utilivate staff led the development of a strategic business plan to effect the business transformation.
Utilivate staffs are experts in benchmarking and establishing best practices of leading corporations. Project tasks included conducting personal interviews with key customers and competitors and assessing the required core competencies of a new, profit-oriented business. Further, the project required assessing the skills and competencies of existing staff, leveraging these talents for new business pursuits, retraining or eliminating staff with obsolete skills, and adding new strengths and core competencies. Utilivate staff crafted a new organizational design and structure to effectively implement new business process improvements. Clear performance goals and measures were established for the overall organization, departments, and individuals.
A new business organization was established capable of delivering on existing commitments while serving multiple new market opportunities. Marlon’s results-oriented management efforts led to the organization meeting or exceeding all established performance goals.
Due to financial pressures nation-wide, municipal
and other government agencies are under increasing pressure for certain
government programs and offerings to "pay their way".
Utilivate was responsible for reengineering one of the Chicago Park
District's most important program offerings to transform the program
from a perennial loss center to one generating strong revenue surpluses.
Utilivate experts developed a comprehensive three-year strategic
business plan to achieve this goal.
Utilivate Technologies conducted a comprehensive assessment of the current program and benchmarked similar, leading-edge programs as a basis of the reengineering effort. Utilivate’s ADOPT methodology allowed the ready identification of organizational, financial, and political barriers to business process improvements. Extensive personal interviews were conducted with past customers, Chicago Park District executives and program staff, competitors, and other stakeholders to identify perceived strengths and weaknesses in the current program. Utilivate identified barriers to and critical issues in implementing new program recommendations.
World-class programs, from throughout the United States, were identified
and assessed as part of Utilivate’s
comprehensive benchmarking effort. A comprehensive gap analysis allowed
the identification of real opportunities to transform and reengineer
the current program. Utilivate’s efforts included defining
organizational design issues, process and productivity improvements,
and performance measurements and indicators. Importantly, Utilivate
defined a migration or bridging strategy over the period 2004 - 2007
to realize the organizational vision while fully incorporating financial
and other constraints impacting program implementation.
All program recommendations were fully implemented by the Chicago
Park District. Utilivate provided ongoing program management services
to implement roadmap recommendations. Utilivate’s efforts led
to both program participation and revenue goals exceeding 100% in
the first year (compared to the best of the past several years of
performance). In addition, over 95% of customers were "very satisfied" or "satisfied" with
their program experience.
Utilivate staff was named part of a national team of experts to provide management consulting services to small businesses as part of the "Small Biz Makeover" section of Fortune Small Business magazine; the magazine's most popular feature article series. Fortune magazine literally flies the management consulting team to companies throughout the United States to provide a one or two day business "make over" for the feature article.

Define Roadmap to Organizational Transformation; Program Recommendations
and Financial Analysis - Perform "Gap" Analysis
Utilivate will identify management/organization, finance, operations/technology,
and marketing "gaps" between
the current status of the targeted agency and optimal performance
based on established standards and goals and model agency performance.
Utilivate will make specific, actionable recommendations in the
areas of management, finance, operations, and marketing to "close
the gap" between current and optimal performance. Further, Utilivate
will perform a detailed financial analysis to implement program recommendations
and define a migration strategy for program implementation. The migration
strategy optimizes the parameters of priority and impact of program
recommendations, cost and time for program implementation, and human
resource factors. Specific and measurable performance goals will
be identified to track implementation effectiveness.
