Marlon McClinton, Founder President & CEO of Utilivate Technologies, was directly responsible for leading the organizational and cultural transformation of a quasi-governmental agency (Gas Research Institute) to a growing, profit-oriented and market-driven technology investment and product development business.
Utilivate staff played a lead role in transforming the government funded R&D organization to a profit-oriented, market-driven business. Government funding was undergoing a staged decline from $250 million annually to zero ($0) over a seven-year period. Marlon was charged with charting a new business course, before funding was depleted, to replace $40 million of the total with private funding. Due to financial pressures nation-wide, municipal
and other government agencies are under increasing pressure for certain
government programs and offerings to "pay their way".
Utilivate was responsible for reengineering one of the Chicago Park
District's most important program offerings to transform the program
from a perennial loss center to one generating strong revenue surpluses.
Utilivate experts developed a comprehensive three-year strategic
business plan to achieve this goal.
Utilivate Technologies conducted a comprehensive assessment of the current program and benchmarked similar, leading-edge programs as a basis of the reengineering effort. comprehensive benchmarking effort. A comprehensive gap analysis allowed

organizational design issues, process and productivity improvements,
and performance measurements and indicators. Importantly, Utilivate
defined a migration or bridging strategy over the period 2004 - 2007
to realize the organizational vision while fully incorporating financial
and other constraints impacting program implementation.
All program recommendations were fully implemented by the Chicago
Park District. Utilivate provided ongoing program management services
to implement roadmap recommendations. Utilivate’s efforts led
to both program participation and revenue goals exceeding 100% in
the first year (compared to the best of the past several years of
